PolyFund is designed from the ground up to meet federal election law requirements. We provide tools and safeguards to help donors and campaigns stay compliant with FEC regulations.

FEC Compliance Commitment

PolyFund operates in full compliance with the Federal Election Campaign Act (FECA) and FEC regulations. Our platform incorporates compliance checks at every step of the donation process to ensure all contributions meet federal requirements.

Contribution Limits

We enforce federal contribution limits to political campaigns:

  • Individual to Candidate: $3,300 per election (2024 cycle)
  • Individual to PAC: $5,000 per year
  • Individual to Party Committee: $41,300 per year

Our system automatically tracks cumulative contributions and alerts users when approaching limits. Contribution limits are adjusted for inflation each election cycle.

Donor Information Requirements

Federal law requires campaigns to collect and report specific information for contributions exceeding $200 in an election cycle. PolyFund collects:

  • Full Legal Name: As it appears on official documents
  • Mailing Address: Street address, city, state, ZIP
  • Occupation: Your current job title or "Retired"/"Not Employed"
  • Employer: Your employer's name or "Self-Employed"/"None"

This information is required by law and will be included in FEC filings for itemized contributions.

KYC/AML Verification

All users must complete Know Your Customer (KYC) verification through our partner Coinbase before making donations. This process verifies:

  • Identity confirmation via government-issued ID
  • US citizenship or lawful permanent resident status
  • Address verification
  • Anti-Money Laundering (AML) screening

KYC verification helps prevent prohibited contributions from foreign nationals, corporations, and other ineligible sources.

Anti-Smurfing Measures

"Smurfing" is the illegal practice of making multiple small contributions to circumvent reporting thresholds or contribution limits. PolyFund prevents this through:

  • Mandatory identity verification for all donors
  • Cumulative contribution tracking across all donations
  • Automated flagging of suspicious contribution patterns
  • One verified account per individual

Reporting & Transparency

PolyFund provides campaigns with comprehensive reporting tools for FEC filings:

  • Real-time contribution tracking and dashboards
  • Automated itemization for contributions over $200
  • Export functionality compatible with FEC filing software
  • Complete audit trail of all transactions on blockchain

All USDC transactions are publicly visible on the Base blockchain, providing an additional layer of transparency.

State-Level Compliance

In addition to federal requirements, many states have their own campaign finance laws. Campaigns are responsible for ensuring compliance with applicable state regulations, including:

  • State contribution limits (which may differ from federal limits)
  • State registration and reporting requirements
  • Local jurisdiction rules

Record Keeping

PolyFund maintains comprehensive records as required by FEC regulations:

  • All donor information and contribution records
  • Transaction timestamps and amounts
  • KYC verification records
  • Communication logs and receipts

Records are retained for a minimum of 3 years after filing, as required by FEC regulations. Blockchain records are permanent and immutable.
